The corridor Metropolitan Planning Organizations (MPOs), PennDOT District 8-0, PennDOT Central Office and the Federal Highway Administration collaborated in developing a Project Management Committee to meet regularly and provide guidance on the playbook development process.

HATS serves 103 municipalities in all, covering almost 1,700 square miles in South Central Pennsylvania, including Cumberland, Dauphin and Perry Counties.
The Franklin County MPO is a transportation policy-making and decision-making entity made up of community members representing transportation and business interests, and local and state governments.
The Lebanon County MPO develops comprehensive and cooperative processes for transportation planning, programming and decision-making.
The PennDOT Office of Planning and District 8-0 leads many multimodal programs and initiatives and serves as a valuable resource to the Commonwealth’s 24 Metropolitan and Rural Planning Organizations, the State Transportation Commission, Transportation Advisory Committee, local governments, and the general public.
